Background of the Study
Safety culture refers to the collective attitudes, beliefs, and behaviors of an organization regarding safety management and practices. A strong safety culture can lead to proactive risk management, higher compliance with safety protocols, and ultimately lower workplace injury rates. In Benue State, where industries such as manufacturing, construction, and agriculture are prevalent, fostering a robust safety culture is essential to mitigate the risks inherent in these sectors (Olawale & Musa, 2023). Research has consistently demonstrated that organizations with a well-established safety culture tend to experience fewer accidents and injuries, as safety becomes integrated into every operational process.
Statement of the Problem
Despite the recognized benefits of a positive safety culture, many organizations in Benue State continue to struggle with high rates of workplace injuries. Factors contributing to this issue include a lack of management commitment to safety, insufficient training, and inadequate employee engagement in safety practices. The absence of a cohesive safety culture results in reactive rather than proactive approaches to risk management. This gap not only jeopardizes the health of workers but also incurs significant economic costs related to lost productivity, medical expenses, and compensation claims. There is a need to evaluate how safety culture influences workplace injury rates and to identify best practices that can be adopted to improve safety outcomes.

Scope and Limitations of the Study
This study will focus on a range of industries in Benue State, including manufacturing, construction, and agriculture. Data will be collected through surveys, interviews, and analysis of workplace injury records. Limitations may include variability in safety culture perceptions across different industries and potential response bias from participants.
